TEMPORARY RESIDENCE PERMIT FOR RESEARCHERS AND HIGHER EDUCATION TEACHERS

Who needs it?

NON-EU citizens, who intend to work or be employed in Slovenia.

How can you get it?

An application to obtain a permit may be submitted by you or your employer. You or your employer also have the possibility of applying for an extension of the permit.

In general, you should apply for the first permit before you enter Slovenia at the Slovenian embassy. Alternatively,  your employer can apply on your behalf in Slovenia.

However, there are some exceptions, which can apply for the permit also after the arrival to Slovenia. Researchers are in such category (Article 38 of the Foreigners Act) and you or your employer (host) can launch an application for a temporary residence permit at the administrative unit where you (will) stay.

If you are submitting the application in Slovenia, make sure to submit the application before the expiry of the valid legal residence (before the expiry of the allowed 90-day residence or expiry of a visa or previous temporary residence permit).

When should you arrange it?

If applying abroad: at least three to six months before your intended arrival to Slovenia.

If applying in Slovenia: before your lawful stay in Slovenia ends (usually three months / 90 days or shorter if you have a visa).

Time needed

It depends on Administrative Unit or Slovene diplomatic mission where you apply. In some cases, procedures can take more than 6 months, so please be aware of that.

Which documents do you need to submit?

Signed application form (.doc, .pdf, example).

Valid passport and copy of a valid passport with validity extending beyond the planned period of residence in Slovenia by at least 3 months (photocopy to be certified by a notary, the administrative unit or at the reception desk of the department at Administrative Unit – attach a photocopy and a valid travel document for reference). Where applicable, the border entry stamp in Slovenia, a valid visa or residence permit issued by another EU state must be included in the copy – the date from the entry stamp to Schengen also has to be reflected on the application form (field 13).

Hosting agreement.

Proof of sufficient financial means (in 2023 EUR 465.34 per month) – employment contract or hosting agreement or other proof of sufficient means for living.

Proof of adequate health insurance (it can be a commercial health insurance, for citizens whose home countries have concluded international treaties with Slovenia regarding that, you can provide a confirmation form from your home country’s health insurance).

Police clearance certificate from the home country which is:

  1. Not older than 3 months.
  2. Has Apostille stamp on it (or it is properly legalized, if your home country is not a contracting party to the Hague Convention of 5 October 19 Abolishing the Requirement of Legalisation for Foreign Public Documents and does not issue Apostille).
  3. Translated to Slovenian language by an authorized court interpreter.

Two fingerprints (taken at the administrative unit or the embassy).

Costs

Up to EUR 100.00 if launched in Slovenia and up to EUR 135.00 if submitted at the embassy.

Additional costs may apply.

Other important information

You have to pick up the permit where you filed an application. Alternatively, if you launch the application at the embassy, you can also request to collect the temporary residence permit at the administrative unit where you will stay in Slovenia (it is necessary to request this at the time of the application submission).

At the Administrative Unit, they might speak only Slovene, so preferably visit with someone who speaks Slovene.

Leave your telephone number and the telephone number of the person speaking Slovene (tutor, colleague).

If you are employed as a technical, support or other staff at a research institution (not a research contract), you should follow the same procedure, but apply with this form (single permit in line with Article 37) (example).
